The 2016 62nd Annual West Virginia Black Walnut Festival Grand Marshals are Judges Tom Evans and Nibert. 

Judge Thomas C. Evans, III

Fifth Judicial Circuit (Calhoun, Jackson, Mason, and Roane Counties)

Judge Evans is a native of Spencer, W.Va., and a 1967 graduate of the Spencer High School.

He received bachelor’s degree in business administration from West Virginia University in1972 and alaw degree from the West Virginia University College of Law in 1978, where he was Order of the Coif and associate editor of the West Virginia Law Review. 

He practiced law at the firm of Hedges and Jones in Spencer from 1978 to 1980 and with Robert D. Fisher in Ripley from 1988 to 2001. 

He was the elected Roane County Prosecutor from 1980 to 1988. He served as the Ripley City Attorney from 1996 to 2001. He was elected to the bench in the Fifth Judicial Circuit (Calhoun, Jackson, Mason and Roane Counties) in 2000 and re-elected in 2008. 

He is one of seven circuit judges in the W. Va. Business Court Division and is a former member of the Mass Litigation Panel. 

He was the President of the West Virginia Judicial Association in 2015.

He and his wife, Teresa, live in Ripley, W. Va. and have five children and eight grandchildren.
